复杂多变的国际环境和我国经济社会高质量发展的态势,对我国交通运输规模、结构、布局、服务、功能等提出了新的要求。为应对百年未有之大变局带来的新的发展需求,谋划新一轮交通运输五年发展思路,在对“十四五”时期我国交通运输发展现状广泛调查分析的基础上,全面研判“十五五”期间我国交通运输面临的国际国内环境,提出持续扩大有效投资,有序推动产业转移,提升服务质量效率,加大科技创新赋能,促进区域交通协调发展,增强风险防范能力,加快建设统一开放的交通运输市场,服务共建“一带一路”高质量发展,建立交通安全生产立体动态监管机制,推动交通能源深度融合十方面的发展策略,实施更加积极有为的宏观政策,提升交通运输体系与重大生产力布局适配性,为制定我国“十五五”交通运输发展规划及中长期交通运输发展战略提供政策参考。

The complex and dynamic changes in the international environment, coupled with the domestic drive for high-quality economic and social development, have put forward new requirements for the scale, structure, layout, services, and functions of the transportation sector in China. In response to the new development needs brought about by the unprecedented changes in a century, a new five-year transportation development plan is being formulated. Based on a comprehensive investigation and analysis of the current state of transportation development during the 14th Five-Year Plan period, this research extensively assesses the domestic and international environments faced by the transportation sector in the 15th Five-Year Plan period. It proposes development strategies in ten areas: continuously expanding effective investment, orderly promoting industrial transfer, improving service quality and efficiency, enhancing the empowerment of technological innovation, fostering coordinated development of regional transportation, strengthening risk prevention capabilities, accelerating the construction of a unified and open transportation market, supporting the high-quality development of the Belt and Road Initiative, establishing a multi-dimensional and dynamic monitoring system for transportation safety and production, and deepening the integration of transportation and energy. These strategies aim to implement more proactive and effective macro policies, enhance the adaptability of the transportation system with major productivity layouts, and provide policy references for the development of the 15th Five-Year Plan for transportation in China and mid-long-term transportation development strategies.
