为有效评估差别化停车收费政策的实施效果，从区域、时段、停车位置、违停情况、道路运行效率五方面入手，选取停车泊位利用率、交通运行指数、路内停车占比、停车泊位周转率、小汽车出行比例、道路平均车速等相关指标，构建面向交通拥堵的差异化停车收费政策效果评估指标体系。运用层次分析法（Analytic Hierarchy Process, AHP）确定各指标权重，采用综合法确定评估等级，从而评估差别化停车收费政策实施效果。以某市为例，采用构建的指标体系对该城市差别化停车收费政策实施效果进行评估，得出其政策实施效果为“良好”，进一步验证了评估指标体系的科学性及合理性。

In order to effectively evaluate the implementation effect of differentiated parking charge policies, the corresponding evaluation index system in consideration of traffic congestion was set up. Firstly, five aspects including region, time period, parking location, parking violation and road operation efficiency were chosen for index system setting. Then the parking space utilization rate, traffic operation index, on street parking proportion, parking space turnover rate, small car travel proportion, average road speed and other related indicators were included in the index system. The Analytic Hierarchy Process was used to determine the weight of each index, and the comprehensive method was used to determine the evaluation grade, so as to evaluate the implementation of differentiated parking charge policies. Taking a city as an example, the constructed index system was used to evaluate the implementation effect of the city′s differentiated parking charge policies. It is concluded that the implementation effect of differentiated parking charge policies in this city is "good", which further verifies the scientificity and rationality of the evaluation index system.
