摘要

为减缓运输过程中碳排放较多带来的环境问题,研究在考虑环境税条件下,邮政快递企业在货物运输过程中利用多式联运进行路径优化的问题。基于轴辐式运输网络构建运输费用模型,通过调整目标函数中的环境税税率,改变环境税在运输总费用中的占比。采用改进的A*算法并通过实际算例验证模型,得到不同时间成本及环境税税率下的路径规划结果,并提供对应决策。算例分析显示,时间成本系数为5 000,环境税占比分别为低于32%, 32%~78%以及78%以上时,最优方案分别为仅公路运输、公水联运及公铁联运。这表明单一运输方式适用于时效性要求较低的运输作业,对于时效性要求较高的运输作业,多式联运不仅可提高运输效率,且能降低运输成本。

Abstract

In order to alleviate the environmental problems caused by high carbon emissions in transportation process, the problem of using multimodal transportation to optimize the route of the postal express enterprises in the transportation process of goods considering environmental tax was studied. Based on hub and spoke transportation network, the transportation cost model was constructed. By adjusting the environmental tax rate in the objective function, the proportion of environmental tax in the total transportation cost was changed. The improved A* algorithm was adopted to solve the problem, and the model was verified by practical examples to obtain the route planning results under different time costs and environmental tax rates, so as to provide corresponding decisions. Example analysis shows that when the time cost coefficient was 5 000 and the proportion of environmental tax was lower than 32%, 32%~78% and above 78%, the optimal schemes were road transportation only, road-water combined transportation and road-rail combined transportation. This shows that a single mode of transportation is suitable for operations with low timeliness requirements. For those operations with high timeliness requirements, multimodal transportation can not only improve transportation efficiency, but also reduce transportation costs.
