为探究交通强国建设背景下完善和提升城市公交无障碍出行服务的重点和对策，为具有中国特色的社会公平体系和现代化交通运输体系建设提供支撑，在分析我国城市无障碍环境发展现状及问题的基础上，对标美国、加拿大、欧盟、德国、日本等国家和地区的城市公交无障碍出行服务在法制建设、标准规范、设施改造和服务保障等方面的先进经验，总结可供我国城市公交无障碍出行服务建设参考的要点。针对我国城市公交无障碍出行服务中存在的问题和短板，从建立法制体系、构建标准体系、升级改造设施装备、加强出行引导、提升服务水平和营造平等的社会氛围等方面提出可供参考的对策建议。
In order to explore the key points and countermeasures of improving and enhancing accessible travel service of urban public transport under the background of Building China into a Country with Strong Transportation Network and provide support for the construction of social equity system and modern transport system with Chinese characteristics, based on analyzing the current situation and problems of urban accessible environment development in China, this paper compared the advanced experiences of accessible travel service of urban public transport in the legislative construction, standards, facilities transformation and service guarantee in countries and regions such as the United States, Canada, the European Union, Germany and Japan, and summarized the main points that could be used as a reference for the construction of accessible travel service of urban public transport in China. In view of its problems and shortcomings, this paper puts forward corresponding countermeasures and suggestions from aspects of establishing legal system, constructing standard system, upgrading facilities and equipment, strengthening travel guidance, improving service level and creating an equal social atmosphere.
