为解决当前公路水运工程应急管理关键技术标准缺失、标准指导作用不足等问题,首先通过资料分析、专家咨询、调研座谈、问卷调查等方法分析了我国交通运输行业公路水运工程应急管理标准的实施现状、存在的问题及需求。然后,通过类比分析总结了部分发达国家应急管理标准体系构建经验,并在此基础上提出我国公路水运工程应急管理标准体系构建的原则及思路,应用层次分析法建立了3个层级的公路水运工程应急管理标准体系框架,包括基础标准、应急准备、监测预警、响应处置、调查评估、支撑保障、相关标准等7个大类和进一步细化的14项具体要素。最后,结合公路水运工程应急管理标准需求提出了标准制定建议清单。
In order to solve the problems of lacking key technical standards and insufficient guidance of standards in emergency management of highway and waterway engineering, firstly through literature analysis, expert consultation, investigation and questionnaire, existing problems and requirements of emergency management standards for highway and waterway engineering were analyzed. Then, by the method of analogy analysis, experiences of emergency management standard system construction in some developed countries were compared and summarized. On this basis, the standard system construction principles and analysis idea of highway and waterway engineering emergency management standard system were proposed. By using AHP(Analytic Hierarchy Process), the three-level framework of emergency management standard system for highway and waterway engineering was constructed, including 7 categories of basic standards, emergency preparedness, monitoring and early warning, response and disposal, investigation and evaluation, support and guarantee, and relevant standards, and 14 specific elements. Finally, combined with problems and requirements of emergency management of highway and waterway engineering, a list of formulation standard suggestions was put forward.
