我国支线机场现状分析及对策研究

摘要

为了给我国支线机场建设运营和规划布局提供理论支持,有必要对其现状进行较为系统化的研究。首先,从建设融资方式和运营管理方式两个方面对支线机场的现状进行梳理,指出目前我国支线机场形成了以政府资金为主的建设融资方式和以集团化为主的运营管理方式;然后,结合近年来民航机场生产统计公报数据,详细分析了支线机场的建设现状和生存现状,结果表明支线机场面临着建设资金缺乏、区域分布不均、货邮比例偏低、运营效益差的严峻现状;最后,分别从改变融资和运营方式、需求预测与发展规划相结合、基于产城互动进行临空经济区布局、加强临空经济与空港物流互动、优化航线布局和重视社会间接效益等多个角度给出解决目前支线机场现状问题的对策和建议。

Abstract

In order to support the construction, operation and planning of feeder airports on theory, it is necessary to conduct a more systematic study on its status. Firstly, the status of feeder airports was summarized from two aspects: construction financing methods and operation management methods. It pointed out that China′s feeder airports have formed a construction financing method based on government funded and an operation management method based on groupization. Then, according to the civil aviation airport production statistics bulletin issued by CAAC in recent years, the construction status and survival status of feeder airports were analyzed in detail. The results showed that the feeder airports were facing the severe situation of lack of construction funds, uneven regional distribution, low proportion of freight volume and poor operating efficiency. Finally, the strategies for solving the current problems of feeder airports were given from the perspectives of changing financing and operation modes, combination of demand forecasting and development planning, laying out the economic zone based on the interaction of production and city, strengthening the interaction between airport economy and airport logistics, optimizing route layout and paying attention to social indirect benefits.
