为寻求我国旅游公路的合理发展途径，结合现阶段对我国旅游公路内涵、结构及功能的理 解，通过对美国旅游公路发展背景的研究，为我国旅游公路体系的构建提供借鉴与经验。分析了 美国旅游公路自20 世纪60 年代至今的发展历程与发展成效，认为旅游公路的发展成为其交通行 业的新发展点，诞生了公路旅游知名品牌，为复兴沿线经济提供了主要条件。同时根据我国旅游 公路发展的基本情况与现存问题，以满足社会经济发展及人民精神生活需求为出发点，比较我国 与美国旅游公路的发展特征，分析我国开展旅游公路规划建设的可行性与必要性，认为我国现阶 段与美国开展国家层面旅游公路体系构建的初始阶段面临的时机、发展环境及建设价值均具有相 似性，我国也具备较为充分的发展条件。并在我国现行体制基础上，提出建立我国旅游公路体系 的具体建议，包括建立评估认定机制，推行区域旅游公路规划，建立建设标准、管理机制，研究 投融资政策，以及整体构建我国旅游公路体系的最终目标。

Seeking for the rational development approach on the scenic byway in China, learning and experience were supplied, according to researching on the development background of American scenic byway and the comprehension of the concept, constitute and function of scenic byway in China. Through analyzing the development process and efficiency of American scenic byway from 1960s until now, it has been thought that the development of scenic byway had become a new growth point in transportation in⁃ dustry, famous brand of road travel emerged and served main conditions for reviving the economy along lines. Meanwhile, according to the basic situation and existing problems of scenic byway in China, tak⁃ ing meeting the requirements of social and economic development and people′s spiritual life as the start⁃ ing point, the development traits between China and America were compared, and the feasibility and ne⁃ cessity of planning and constructing scenic byway in China were analyzed. It is believed that the opportu⁃ nity, development environment and construction value of present stage in China are similar to the begin⁃ ning of system construction of American scenic byway, and the sufficient condition is provided in China. Based on the current society system, the detailed proposals for constructing Chinese scenic byway system were put forward, which contained establishing evaluation and recognition mechanism, carrying out regional scenic byway planning, building construction standards and management system, researching on investment and financing policy, and integrally realizing the final object of Chinese scenic byway sys⁃ tem.
