基于资源价值评价的旅游公路网络布局方法——以皖南地区为例
Layout Method of Tourism Highway Network Based on Resource Value Evaluation: A Case Study of Southern Anhui Province
针对现有旅游公路规划因对旅游资源价值引导不足,而导致路网结构与旅游流空间匹配度不佳的问题,提出一种基于资源价值评价的旅游公路网络布局方法。首先,从吸引力、聚集度和交通可达性等3个维度建立旅游资源价值评价体系,采用层次分析法(AHP)确定指标权重,求取旅游资源价值指数,并利用GIS进行空间量化与分级。其次,结合景点点位数据与聚类分析技术,筛选出具有区域旅游辐射效应的资源价值锚点。再次,提出基于核密度分析与最小成本路径(MCP)相结合的旅游公路网络布局模型,以资源价值锚点为核心,通过核密度分析反推成本栅格,生成资源价值核心走廊。最后,结合锚点数量、资源价值指数构建“轴+主+支+连”多层级旅游公路网络布局方案,并在皖南地区进行实证应用。结果表明,该方法能有效识别高价值旅游资源走廊,生成空间连续性好、资源覆盖度高、旅游流匹配度强的旅游公路网络。皖南旅游公路布局方案显著提升了高价值资源区的通达性和中小型景区的可达性,实现了资源价值、交通供给、旅游需求的动态平衡。与传统交通导向规划相比,本文方法以资源价值为核心,深入挖掘旅游资源的潜在价值,为其他地区的旅游公路网络规划提供了可借鉴的技术路径。
To address the problem that existing tourism highway planning lacks sufficient guidance on tourism resource value, resulting in a low matching degree between road network structure and tourist flow space, this paper proposes a tourism road network layout method based on tourism resource value evaluation. Firstly, a tourism resource value evaluation system is established based on three dimensions: attractiveness, concentration, and traffic accessibility. The Analytic Hierarchy Process (AHP) is used to determine indicator weights, the tourism resource value index is calculated, and the spatial quantification and classification are performed using GIS. Secondly, by combining scenic spot location data with cluster analysis techniques, resource value anchor points with regional tourism radiation effects are identified. Thirdly, a tourism highway network layout model is proposed, combining Kernel Density Analysis with the Minimum Cost Path (MCP). With resource value anchor points as the core, the cost grid is inferred through Kernel Density Analysis to generate resource value core corridors. Finally, a multi-level tourism highway network layout scheme of "axis+main+branch+connecting" is constructed, combining the number of anchor points and resource value indices. This scheme is empirically applied in Southern Anhui Province. Results demonstrate that this method effectively identifies high-value tourism resource corridors and generates a tourism highway network with good spatial continuity, high resource coverage, and strong tourist flow alignment. The Southern Anhui Tourism Highway Layout Plan significantly improves the accessibility to high-value resource areas and small and medium-sized scenic spots, achieving a dynamic balance between resource value, transportation supply, and tourism demand. Compared with traditional traffic-oriented planning, the research takes resource value as the core, deeply explores the potential value of tourism resources, and provides a technical path that can be used as a reference for the planning of tourism highway networks in other regions.
