新形势下我国交通物流高质量发展趋势与实施路径
Trends and Implementation Paths for High-Quality Development of Transportation Logistics in China under the New Situation
交通物流高质量发展是建设交通强国和实现交通运输现代化的重要内容。在产业链物流链重构、新质生产力推动技术变革、综合交通运输体系改革深入推进等新形势下,为提升应对交通物流高质量发展过程中所面临的机遇挑战的能力,首先,通过案例分析、数据分析等方法,阐释了交通物流高质量发展的内涵与特征。然后,结合我国交通物流高质量发展现状,分析了在多种运输方式衔接环节,规则、标准、信息互联环节,交通物流与产业融合环节,以及国际物流和城乡配送环节等存在的堵点和卡点。在此基础上,对我国交通物流高质量发展趋势作出了以下研判:①我国经济实力持续增强,将为交通物流高质量发展奠定坚实基础;②我国作为世界最大的货物进出口市场,将为交通物流支撑新发展格局提供保障;③我国中等收入群体扩大与消费升级,将为交通物流高质量发展储备巨大需求。最后,从运输服务一体化、基础设施网络化、市场统一开放化、交通物流与产业融合发展、新业态新模式创新发展、国际物流体系稳定安全韧性发展等角度对新形势下交通物流高质量发展的实施路径给出了建议,旨在为促进“十五五”交通物流高质量发展提供理论参考。
The high-quality development of transportation logistics is an important aspect of building a strong transportation country and achieving modernization of transportation. In the new situation such as industrial chain and logistics chain reconstruction, transformation driven by new quality productivity, and deepening of comprehensive transportation system reform, in order to enhance the ability to cope with the opportunities and challenges faced in the process of high-quality development of transportation logistics, firstly, the connotation and characteristics of high-quality development of transportation logistics were explained through case analysis, data analysis, and other methods. Then, based on the current situation of high-quality development of transportation logistics in China, the blockages and bottlenecks in various transportation modes, the interconnection of rules, standards, and information, the integration of transportation industry with industries, as well as international logistics and urban-rural distribution were analyzed. On the basis, a judgement was made on the trend of high-quality development of transportation logistics in China, including: ①the continuous strengthening of China′s economic strength will lay a solid foundation for high-quality development of transportation logistics;②As the world′s largest market for goods import and export, China will provide guarantees for suppo-rting the new development paradigm of transportation logistics; ③The expansion and consumption upgrading of China′s middle-income group will reserve huge demand for high-quality development of transportation logistics. Finally, suggestions were provided for the implementation paths of high-quality development of transportation logistics under the new situation from the perspectives of integrated transportation services, networked infrastructure, unified and open markets, integrated development of transportation logistics with industries, innovative development of new forms and models, as well as stable, safe, and resilient development of the international logistics system. The aim is to provide theoretical reference for promoting high-quality development of transportation logistics during the 15th Five-Year Plan period.
