摘要

为预防和减少我国水路运输危险品集装箱瞒报谎报现象，基于安全相似系统学原理，调查分析了水路运输危险品集装箱瞒报谎报的常见情形及其原因，探讨了航空、铁路和道路三种运输方式下对于危险品瞒报谎报问题的解决方法，借鉴其经验，结合水路运输实际，提出了解决水路运输危险品集装箱瞒报谎报问题的对策建议。研究结果表明：航空、铁路、道路危险品运输与水路危险品运输具有较强的相似度，都存在不同程度的危险品瞒报谎报问题，航空、铁路、道路危险品运输在行政执法、法规制度、安全培训、信息公告、数据分析、举报管理等方面积累了丰富的经验，可以为解决水路运输危险品集装箱瞒报谎报问题提供借鉴。

Abstract

In order to prevent and reduce the phenomenon of concealment and false reporting of dangerous goods containers in waterway transportation, according to the principle of similar systematology applied to safety, the common conditions and reasons of concealment and false reporting of dangerous goods containers in waterway transportation were analyzed, and the solutions to concealment and false reporting of dangerous goods in air, railway and road transportation modes were discussed. Drawing on their experience and combining with the reality of waterway transportation, the countermeasures and suggestions to solve the concealment and false reporting of dangerous goods containers in waterway transportation were put forward. The results show that waterway transportation of dangerous goods was remarkably similar to air, railway and road transportation of dangerous goods, and the concealment and false reporting of dangerous goods exist in the four transportation modes with different degree. Abundant experience about air, railway and road transportation of dangerous goods in law enforcement, laws and regulations, safety training, information announcement, data analysis and reporting management have been accumulated, which can provide reference for solving the problem of concealment and false reporting of dangerous goods containers in waterway transportation.
