综合运输背景下道路客运转型发展趋势与对策

摘要

在当前铁路、民航等综合运输发展的背景下，我国道路客运转型发展需求迫切。鉴于此，为了给我国道路客运管理部门和道路客运企业提供科学的决策参考，采用趋势分析法和归纳法对我国道路客运的规模、市场结构、线路装备、产业融合等方面进行了分析，总结了道路客运转型面临的困难和问题，阐释了道路客运转型发展的趋势，提出了我国道路客运转型发展的思路和对策。研究认为，我国道路客运将朝安全化、定制化、集约化、互联网化、多元化、低碳化六个方向转型，要从推进道路客运集约化、鼓励并规范道路定制客运发展、鼓励发展联程联运、大力发展旅游客运、鼓励发展接驳运输、推进城乡客运一体化、推进车辆小型化发展等方面采取对策。

Abstract

Under the background of the development of railway, civil aviation and other comprehensive transportation modes, the transformation and development of road passenger transport is urgent. In order to provide scientific decision-making reference for the management departments and enterprises of road passenger transport industry, the trend analysis method and the induction method were used to analyze the scale, market structure, line equipment and industrial integration of road passenger transport in China. The difficulties and problems faced by the transformation of road passenger transport were summarized. The development trend of road passenger transport transformation in China was elucidated. The ideas and countermeasures of road passenger transport transformation were put forward. As the research indicated, China′s road passenger transport would transform towards six directions: safety, customization, intensification, internet based, diversification and low carbon. Such countermeasures were suggested as promoting the intensification of road passenger transport, encouraging and standardizing the development of customized road passenger transport, encouraging intermodal passenger transport, vigorously developing tourist passenger transport, encouraging the development of shuttle transport, promoting the integration of urban and rural passenger transport, and promoting the development of miniaturization of vehicles.
