法治是治国理政的基本方式，也是应对重大突发公共卫生事件的重要手段。面对突如其来的新冠肺炎疫情“大考”，交通运输行业坚持依法防控，充分发挥法治的引领和保障作用，依法依规开展应急运输保障、公路设施维护、交通卫生检疫、运力应急征用等工作。与此同时，疫情防控也对现行交通运输法规制度体系带来了挑战。为全面完善交通运输应急管理法规体系，推进科学完备的交通运输法律规范体系的形成，加强法治交通建设，促进交通运输治理体系和能力的现代化，坚持问题导向与目标导向相结合，重点考察了党的十八大以来交通运输领域中有关疫情防控等相关法规制度建设取得的成绩，查找分析了新冠肺炎疫情挑战下暴露出来的短板和不足，从贯彻现代应急管理理念、强化顶层设计、推进重点立法、创新管理制度等方面提出了对策建议。

As fundamental pattern of governing state and society, the rule of law is also an important way of responding to major public health emergencies. Facing the sudden serious test of Corona Virus Disease 2019(COVID-19), the transportation industry holds the principle of controlling and preventing according to law, and highlights the leading and guaranteeing role of the rule of law. Emergency transportation support, highway facilities maintenance, transportation health quarantine, emergency requisition of vehicles, vessels, and so on have been conducted strictly according to law. At the same time, the epidemic control and prevention has also brought challenges to current transportation law system. To comprehensively improve transportation emergency management system, promote the formation of a scientific and complete transportation law system, strengthen the construction of the rule of law in the transportation field, and promote the modernization of the transportation governance system and capabilities, under problem-oriented and goal-oriented principles, the achievements in the construction of emergency management system in transportation field since the 18th National Congress of the Communist Party of China were mainly introduced, the weakness and defect exposed under the challenges of COVID-19 were discovered and analyzed, and the countermeasures and recommendations were proposed, such as holding modern emergency management idea, strengthening top-level design, promoting key legislations and making innovations of management system.
