摘要
为找到影响冷链物流发展的关键因素,采用问卷调查法和模糊层次分析法提炼出市场因素、技术因素、经济因素和政策因素四大影响因素,并构建两级影响指标体系。从一级指标看,政策因素是影响冷链物流发展的最大因素,其次为经济因素、技术因素和市场因素;从二级指标看,冷链配送车辆通行难、相关法规标准缺失及过度劣质竞争等是较为关键的因素。针对分析结果,提出要从政府层面制定和完善相关法规标准体系、强化监管及便利化通行政策,从市场层面健全完善追溯体系、创新服务模式、履行社会责任等的政策建议。
Abstract
In order to find the key factors affecting the development of cold chain logistics in China, the method of questionnaire survey and Fuzzy Analytic Hierarchy Process were used to extract four influence factors: market factor, technical factor, economic factor and policy factor, and a two-level impact indicator system was built. In the first level indicators, policy factors are the most influential factors to cold chain logistics, followed by economic factors, technical factors and market factors. In the secondary indicators, difficult passing of cold chain distribution vehicles, the lack of relevant regulations and standards and excessive inferior competition are the key factors. Based on the results of the model analysis, it is necessary for the government to formulate and improve the relevant laws and standards system, strengthen supervision and facilitation access policies. For the market, it is necessary to improve the traceability system, innovate service models and fulfill social responsibilities.
