为了进一步落实交通扶贫脱贫攻坚任务，增强交通扶贫政策时效性，对交通扶贫绩效评估体系进行了研究。在充分借鉴其他行业建立指标体系经验的基础上，瞄准扶贫战略和扶贫需求，秉承“系统性、可获取性、可操作性、代表性”的体系构建原则，从扶贫效果、扶贫效率、可持续发展能力的角度，运用层次分析法建立了交通扶贫绩效评估指标体系。以甘肃省为研究样本，对指标体系的合理性进行了验证。结果表明：所建交通扶贫绩效评估体系具有一定的合理性，能够反映甘肃省贫困区域交通扶贫工作实施效果。最后，提出了交通扶贫绩效评估实施的对策建议：一是推进试点运行，完善体系建设；二是加强交通扶贫绩效分析，完善交通扶贫开发政策。

In order to further implement the task of poverty alleviation through transportation and strengthen the timeliness of poverty alleviation policies through transportation, the performance evaluation system of poverty alleviation through transportation was studied. Based on the experience of other industries in establishing index system, aiming at poverty alleviation strategies and poverty alleviation needs, in accordance with the system construction principles of systematicness, availability, operability and representativeness, and from the perspective of poverty alleviation effect, poverty alleviation efficiency and sustainable development ability, performance evaluation system of poverty alleviation through transportation was established by using Analytic Hierarchy Process. Then taking Gansu Province as the research sample, the rationality of the index system was verified. The results show that the performance evaluation system of poverty alleviation through transportation is reasonable, which can effectively reflect the implementation effect of poverty alleviation through transportation in poor areas of Gansu Province. Finally, the countermeasures and suggestions for the implementation of performance evaluation of poverty alleviation through transportation were put forward: firstly, to promote the pilot operation and improve the system construction; secondly, to strengthen the performance analysis of poverty alleviation through transportation and improve the development policies of poverty alleviation through transportation.
