摘要
为深入解读和分析财政部印发的《关于推进政府和社会资本合作规范发展的实施意见》对交通运输行业产生的影响，采用文献资料收集、统计分析和实地调研等方法开展研究。首先，分析了政府和社会资本模式的积极作用及适用的前提条件。然后，回顾、梳理和分析了交通运输领域PPP发展历程及当前面临的新形势、新挑战，具体包括：（1）普通公路因无收益来源交通项目融资难题更加严峻；（2）地市及以下政府实施大型交通PPP项目空间越发变窄；（3）融资平台变相“转型”方式被叫停亟需寻找新出路；（4）项目资本金到位等要求或将显著增加项目推进难度。最后，提出了四方面政策建议：（1）开展调研和摸清底数；（2）保住在建项目和稳住投资；（3）加强统筹协调和坚持省级政府主导；（4）发挥各方专长和创新模式。
Abstract
In order to interpret and analyze the impacts of the document Implementation Opinions on Promoting the Normative Development of the Cooperation Between the Governments and Companies on the transport industry, the methods of literature collection, statistical analysis and field investigations were used to carry out the research. First of all, the positive role of government and social capital model and the preconditions for its application were analyzed. Then, the development course of PPP in transport and the new situation and challenges being faced at present were reviewed and analyzed, including: (1)the financing problems of transport projects are becoming more serious because the ordinary highways have no source of income; (2)the space for the large-scale transport PPP projects implemented by municipal and subordinate governments is getting smaller; (3)the disguised "transformation" mode of financing platforms has been called off to find a new way out; (4)project capital in place and other requirements may significantly increase the difficulty of the project implementation. Lastly, four policy suggestions were put forward: (1)carrying out research and finding out the base number; (2)keeping the projects under construction and stabilizing investment; (3)strengthening overall coordination and adhering to the leadership of provincial governments; (4)giving full play to the expertise of all parties and innovative models.
