为深入分析新形势下综合交通规划的重点与发展对策，找准我国综合交通规划存在的问题，支撑高质量发展、生态优先、绿色发展及国土交通要素有机融合等新要求，首先，分析当前综合交通规划在行业管理、产业融合、新技术、发展理念等方面面临的形势和要求。结合当前规划工作的问题与不足，从明确规划定位、规范规划程序、丰富规划内涵、优化规划方法四个方面有针对性地提出相应的对策建议和实施路径，以期在新一轮国土空间规划背景下有效指导综合交通规划，运用丰富的研究手段提升综合交通规划的准确性和前瞻性，突出综合交通规划的落地保障机制，处理好生态环保与综合交通规划的关系，进一步促进国土空间合理利用。

In order to deeply analyze the key points and development countermeasures of comprehensive transportation planning under the new situation, find out the problems existing in the comprehensive transportation planning in China and support high- quality development, ecological priority, green development and the integration of land and transportation elements, the situation and requirements faced by the current comprehensive transportation planning were analyzed firstly from aspects of industry management, industry integration, new technology and development concept. Combined with the problems and shortcomings of the current planning work, the countermeasures and suggestions were put forward from four aspects: defining the planning orientation, standardizing the planning procedure, enriching the planning connotation and optimizing the planning methods, in order to effectively guide the comprehensive transportation planning in the new round of territorial space planning, use abundant research means to improve the accuracy and foresight of comprehensive transportation planning, highlight the landing guarantee mechanism of comprehensive transportation planning, deal with the relationship between ecological environmental protection and comprehensive transportation planning and further promote the rational use of territorial space.
