摘要
针对交通组织设计工作规范性不强、方案不够科学和精细化、缺乏有效评价等问题，全国道路交通管理标准化技术委员会提出了国家标准《城市道路交通组织设计规范》（GB/T 36670—2018） 制订工作。该标准已完成审定，并将在2019 年5 月1 日起正式实施。首先介绍了当前交通组织设计工作中存在的问题和标准制订的缘由；然后，对标准整体架构进行梳理，简述了各章节设置的目的以及主要内容；最后，按标准章节顺序，结合交通组织设计工作中的需求、出现的问题以及标准制订过程中的调研成果，对各章节的关键条文设置的目的、含义、作用进行了分析，并对部分条文的具体实施提出了建议。通过分析标准制订意义，介绍标准的主要内容，解读关键条文，希望能够为标准的理解和实施提供参考。
Abstract
To solve the problems such as lack of standardized work flow, imprecise traffic design scheme, and absence of effective evaluation method, the National Traffic Management of Standardization Administration proposed to revise the national standard Guideline on the Design of Traffic Operation of Urban Roads （GB/T 36670—2018） which would be executed from May 1st, 2019. Firstly, the problems encountered in traffic organization design and the reason for the revision of this standard were introduced. Secondly, the overall structure of this standard was described, and the objective and main content for each chapter were briefed. Finally, according to the order of this standard’s chapters, the requirments and problems of traffic organization design, and the investigation results during revising the standard, the objective, meaning, and effect of the key clauses in each chapter were analyzed, and some suggestions for the application of certain clauses were provided. Through analyzing the meaning of this revision, introducing the subject, and explaning the key clauses, it is anticipated that some references would be provided for the comprehension and application of the standard.
