摘要
为解决交通出行信息资源开发利用不足、信息服务体验不佳的问题,以出行信息资源的采集、处理和发布为主线,在政府、交通运输服务提供商、信息服务提供商以外,引入信息资源提供商,设计了新的基于数据驱动的综合交通出行信息服务框架体系和建设模式,分析了四类主体各自的角色定位、分工以及相互间的数据和业务关系。最后提出:在政府指导和监督下,信息资源提供商承担政府信息资源管理和开发职责;信息服务完全或绝大部分由市场主体负责,各类市场主体共同构建融合开放的出行信息服务市场;为保障信息资源提供商的长期可持续运营,建议采用特许经营、公私合营等模式组建,其中在特许经营模式下,其运营费用来源于向信息服务提供商或潜在客户出售数据产品且收取费用;而在公私合营模式下,其运营费用由会员费、技术服务费和政府补贴等构成。
Abstract
In order to solve the problem of inefficient utilization of transportation data and poor performance of traveler information service, around the main line of data collection, processing and delivery, a new data-driven framework and business model of the integrated traveler information system was developed, which included data providers in addition to government, transportation service providers and information service providers. The roles of these four types of participators and the data and business relationship between them were analyzed. Under the guidance and supervision of government, it is proposed that data providers take the responsibility of managing and developing government data; traveler information services are almost provided by private sectors; an integrated and unrestricted market for traveler information service is also established by private sectors. To keep long-term sustainable operation of data providers, the business models of franchise operation or public-private jointly operation were suggested. Under the model of franchise operation, the operation costs are derived from selling data products to information service providers or potential customers, and collecting fees. Under the model of public-private jointly operation, the operation costs are derived from membership fees, technical service fees and government grants.
