为切实提高交通运输行业信息资源开放共享和开发利用水平，解决信息资源分散、“家底”不清、共享困难、信息共享可持续性差等制约行业信息资源开放共享效率的相关技术和管理问题，迫切需要对行业政务信息资源进行梳理，编制信息资源目录。从自下而上的角度入手，提出了信息资源调查的方法，同时采用自上而下的分类思想，运用线面结合的方式，对信息资源进行分类，并基于国家相关标准对信息资源核心元数据进行扩展。通过电子表格、在线编目、自动编目多种手段，最终完成了第一版部级信息资源目录，初步形成了交通运输政务信息资源的“总账本”。结果表明，基于行业信息化现状和特点，自下而上的信息资源梳理方法和自上而下的分类思路是有效可行的，也是编制好信息资源目录的基础。

In order to effectively improve the level of opening and sharing, and development and utilization of information resources in transportation industry, solve the related technology and management problems which restricted the efficiency of the opening and sharing of information resources, such as the dispersion of information resources, unclear of family property, the difficulty and the poor sustainability of information sharing, it was urgent to sort out the transportation government information resources and form the directory of them. A method of information resources investigation from the perspective of bottom-up was proposed. At the same time, the top-down classification ideas and a combination of line and face were adopted to classify information resources, and the core metadata of information resources were expanded based on national related standards. In the cataloging process, electronic catalog import, online cataloging, and automatic cataloging were utilized. In the end, the first edition of the ministerial government information resource directory was completed, and the ＂general ledger boo＂ of the transportation information resources was initially formed. The results show that, based on the status and characteristics of industry informationization, bottom-up information resource sorting methods and top-down classification ideas are effective and feasible, and are also the basis for compiling a good information resource directory.
