为改善北京市各种类型、各个层面的城市交通规划缺乏统一梳理和分析、规划体系不健全的现状，首先，通过总结分析国内外主要城市的城市交通规划层次体系，梳理了北京市目前各层次、各类型的城市交通规划的制定情况、存在的问题和发展方向。然后，提出了包括战略规划、 综合规划、专项规划、实施规划、运行管理规划等内容的多层次的北京市城市交通规划体系，分析了其与城市规划之间的关系。最后，提出了推进城市交通规划体系形成和完善的编制机制及措 施方面的相关建议。

At present, Beijing has created various types, all levels of traffic planning, but the lack of unified carding and analysis led the planning system to be unsound. In order to improve this situation, firstly, the developing situation, existing problems and development direction of all levels, various types of urban traffic planning for Beijing were analyzed through summarizing the main hierarchy system of urban traffic planning of cities at home and abroad. Secondly, multi-level beijing urban traffic planning system including strategic planning, comprehensive planning, special planning, planning implementation, operation and management was proposed, and its relationship with the urban planning was analyzed. Finally, the way to promote formation of urban traffic planning system and the related suggestions to perfect the preparation mechanism and measures were studied.
