摘要

针对突发事件中应急物流的特点,提出综合考虑应急救援时效性、经济性和安全性因素的 应急物资车辆调度方法。在参阅国内外众多有关应急物资车辆路径选择问题研究文献的基础上, 综合考虑了时间窗约束(硬时间窗和软时间窗) 及公路、铁路、航空3 种运输方式及路网道路的 脆弱性和可修复性等因素,建立了多应急救援点、多受灾点的应急车辆路径问题模型。问题求解 过程中采用模拟退火算法,并通过算例验证模型与算法的可靠性。结论证明应用模拟退火算法求 解应急物资车辆调度问题时,搜索效率较高;算例结果表明了在应急救援中由于不同的时间窗要 求导致不同类型的物资所选择的路径不同;同时体现了多式联运在应急救援中的应用。

Abstract

A method considering timeliness, economy and security was proposed under the analysis of emergency logistics characteristics. A model of multi-rescuer-spot and multi-emergency-spot was es⁃ tablished. It is under the basis of the existing research literature of the relevant domestic and internation⁃ al numerous vehicle route choice problems about emergency supplies. The model considered the factors of the time window constraint (hard and soft time window), three kinds of transportation modes: highway, railway and aviation, vulnerability and repairability of road network and so on. Simulated annealing algo⁃ rithm was applied for solving the problem. The conclusion confirms that search efficiency is improved by using simulated annealing algorithm to solve emergency supplies vehicle scheduling problem. Examples of the results show that different supplies based on different time windows have different paths and multi⁃ modal transportation is embodied in the emergency relief.
