危险货物有限数量运输是方便和促进小件包装危险货物运输、提高运输效率、降低运输成 本的国际通行做法。综合分析了联合国《关于危险货物运输的建议书规章范本》、《国际公路运输 危险货物欧洲协定》、《国际内河运输危险货物欧洲协定》、《国际海运危险货物规则》、《国际航协 危险品法规》等各种国际规则以及国家标准《危险货物有限数量及包装要求》（GB 28644.2— 2012） 对危险货物有限数量运输的技术要求，并借鉴国内在农药运输、航空运输等领域开展危险 货物有限数量运输的先行经验，结合我国公路运输行业实际，从数量限制、包装、总量限制、标 记、标志牌、运单、承运人资质、车辆资质、人员资质等方面提出了我国危险货物有限数量公路 运输的实施建议：每车有限数量危险货物总量不得超过8t、包件粘贴有限数量危险货物标记以及 相应的豁免建议等。

To facilitate and promote transportation of small packaging dangerous goods, improve trans⁃ portation efficiency, reduce transportation cost, transportation of dangerous goods packed in limited quantities has become an international practice. The technology requirements for transportation of dan⁃ gerous goods packed in limited quantities were analyzed comprehensively from various international rules, such as United Nations TDG, ADR, ADN, IMDG, IATA, and national standard Limited Quantities and Packing Requirements of Dangerous Goods(GB 28644.2—2012). The experience of pesticide trans⁃ portation and air transportation of dangerous goods packed in limited quantities from the domestic was used for reference. And combined with the status of China′s highway transportationation industry, from the limited quantities, packaging, total limit, labeling, marking, waybill, carrier qualification, vehicle qualification and personnel qualification, some suggestions on implementing highway transportation of dangerous goods packed in limited quantities in China were put forward: the total number per vehicle of dangerous goods packed in limited quantities should not exceeding 8 tons, package should bear limited quantities marking, and corresponding exemption advice.
