为加快推进绿色交通运输体系建设，通过借鉴国内外交通温室气体排放清单的研究和应用 经验，分析了国内外城市客运温室气体排放清单的主要建立方法以及各方法的适用条件和主要特 征。结合我国城市客运发展的现状和基础，提出了适于我国国情的城市客运温室气体排放清单建 立方法，分析了可能的数据来源和排放因子选取，按照全国和各地区（东部、中部和西部以及各 省、自治区、直辖市） 分布，以2010 年为切入点，广泛收集了相关数据，首次研究提出了全国城 市客运温室气体排放清单，系统分析和总结了排放清单的主要特点及地区分布规律，为交通行业 和地区开展节能减排、应对气候变化等研究和管理工作提供重要支撑。

In order to speed up the actual construction of green transportation system in China, by refer⁃ encing the experience of research and application of transport Green House Gas emissions(GHGs) inven⁃ tories of both domestic and aboard, the methodology for urban passenger transport emission inventories were analyzed and the main characteristics and requirements were identified. Combined with the practi⁃ cal and status quo of China′s urban passenger transport and transport statistics, the method of GHGs in⁃ ventories for urban passenger transport in China was given, the possible data sources and emission fac⁃ tors were analyzed. According to the whole country and different regions such as eastern area, middle ar⁃ ea and western area even in different provinces, much data was collected and the GHGs inventories of ur⁃ ban passenger transport in 2010 was got firstly in China, and the regulations and main characteristics were analyzed in different provinces, which can provide important support for the researching and man⁃ agement of addressing energy saving and climate change issues in transport industry.
