Immune Intelligence Inspired Countermeasures for Transport-Energy-Materials Integration

This paper examines systematic countermeasures for Transport-Energy-Materials(TEM) integration. Firstly, it identifies three major challenges in the integration process: mounting pressure on power grids, vulnerabilities in material supply chains, and temporal misalignments in the operational cycles of these systems. Secondly, to address the aforementioned challenges, drawing on principles from immune systems and using the analogy between the TEM system and a living organism, the paper proposes an adaptive, multi-level development strategy. At the policy level, it advocates for the establishment of a governance structure that integrates layered risk prevention with dynamic learning, implements forward-looking industrial policies, and improves supply chain monitoring and intervention mechanisms. In terms of system planning, it advocates promoting infrastructure to evolve into distributed intelligent nodes, establishing a predictive monitoring system, and enhancing the system's foresight capability. At the level of technological development, it advocates focusing on promoting diversified material substitution and precision recycling to support closed-loop resource management and enhance systemic autonomy. To address practical challenges, it is necessary to build a collaborative value network in terms of business models, implement material circulation contracts and service-oriented transformation; establish a unified cross-sector framework in institutional governance to fulfill full life-cycle responsibilities; construct an interoperable data system at the technical level to achieve collaborative control of energy flow and material flow; ensure risk-sharing and long-term benefit guarantee in financing mechanisms; improve benefit distribution, participatory planning, and labor force transformation strategies in the dimension of social equity to build an inclusive and integrated ecosystem. Finally, this paper provides relevant recommendations in terms of policy, technology, and demonstration applications.
