Framework, Operating Mechanism, and Implementation Paths of Comprehensive Transportation Service System

The construction of comprehensive transportation service system (CTSS) is of great significance for promoting high-quality economic development, improving comprehensive transportation efficiency, and promoting green and low-carbon development. To assist in the comprehensive optimization and efficient operation of the CTSS, firstly, this paper analyzed the evolutionary path and main characteristics of the three stages of CTSS. Then, using the method of structural decomposition, it constructed framework of CTSS, covering all elements and multiple subjects, clarifying the composition of the subject and object subsystems. By analyzing the three core operating rules such as market-oriented operation, effective government governance, and technological innovation driven, and their interrelationships of CTSS, it sorted out the organizational operation mode of different entities. Finally, it used SWOT to analyze the strengths, weaknesses, opportunities, and threats of CTSS. And it proposed eight implementation paths for CTSS during the 15th Five-Year Plan period, including promoting comprehensive development, promoting smart development, promoting green development, promoting international development, deepening system and mechanism reform, improving legal and regulatory systems, optimizing encouragement and support policies, and actively carrying out pilot demonstrations, in order to provide theoretical basis and practical guidance for development of comprehensive transportation services.
