In order to improve the regional adaptability of green highway evaluation system, and promote the guidance and support level of green highway evaluation for the green transformation development of highways in seasonal frozen areas, a systematic analysis of the connotation characteristics of green highway construction was carried out, and the method of system theory was adopted to build a green highway evaluation index system including 7 first-level, 25 second-level and 69 third-level indexes according to ecological protection, pollution prevention, resource conservation, energy saving and carbon reduction, quality construction, service improvement and innovation support. The analytic hierarchy process was used to determine the indexes weight at all levels. The green highway construction survey was carried out, the evaluation score calculation method and evaluation level of the index system were proposed. This index system was used to evaluate Ji′an-Tonghua Expressway. The evaluation results showed that the project had reached the "4-star green highway" level. Combined with the construction results of the project, the evaluation index system was verified to be comprehensive and effective, and it could be applied in the development of green highway and practical engineering in seasonal frozen area.
