In order to quantitatively evaluate the level of safety management in the reconstruction and expansion of expressway project, and guarantee the construction safety, a safety management evaluation method was proposed. Firstly, safety risks of construction were analyzed through field investigation and expert consultation, such as the risk of construction activities to the safety of transport operation, the risk of transport operation to the safety of construction activities, and the own safety risk of the construction activities. On this basis, Analytic Hierarchy Process (AHP) was used to establish a safety evaluation index system including project organization and management, construction activities safety, construction traffic organization and construction safety management. Then, the evaluation standard of factor level index and the weight of each influencing factor in the evaluation index system were determined by expert scoring and field research. The evaluation method of safety management of expressway reconstruction and extension project was put forward further. Finally, it was verified by an expressway reconstruction and extension project in Zhejiang Province, and the score of the construction safety management of the project calculated by this method was 3.575, which indicated that it was at a generally safe level overall and in line with the actual situation.
