In order to solve the problem that the existing compulsory standards in port field cannot meet the actual needs of port production safety, the framework of compulsory national standard system for port production safety was constructed. Firstly, based on the current situation and problems of port production safety standardization, the connotation demand of compulsory standard for port production safety, the demand of implementing various documents for production safety and the demand of standard management in port industry were analyzed; the specific provisions on production safety in laws, administrative regulations and departmental rules in port related fields were sorted out. Then, the scope of compulsory national standard system for port production safety was defined. According to the characteristics of the cargo types and process types of port operations, the framework of the system was constructed by using the method of classification and stratification. Finally, it was proposed that through the construction of standardization system for port production safety, the key direction of formulation and revision of compulsory standards related to port production safety could be clarified, and the standard could be used as a solution to ensure the safety of port production.
