In order to deepen the integrated development of transportation and tourism, break through the bottleneck of scenic byway development in China, and create natural scenic lines with wide influence, firstly the background of National Forest Scenic Byway development idea, some problems faced in developing and the development necessity of National Forest Scenic Byway in China was analyzed. Then, some enlightenments in administrative system, space pattern, social form, benefit form, behavior characteristics and development mode of National Forest Scenic Byway Program of the United States were discussed. According to China's national conditions, six suggestions on development mechanism of China National Forest Scenic Byway were put forward, including establishing "cross-industry" development pattern, "asset light" development model, "ecological community" network, "social community" structure, "industrial community" platform, and "cultural community" brand. Finally, it was proposed that the construction of National Forest Scenic Byway can promote the balanced developing of regional society, environment and economy, as well as achieve a win-win outcome for the government, enterprises, and the public.
