PPP Model Policies of Navigation-Power Junction Projects

Abstract

In order to exert the cooperation advantages of government and private capital and accelerate the construction of inland waterway transport, the specific ways and supporting policies for the construction and operation of navigation-power junction projects by Public-Private Partnership(PPP) model were studied. By analyzing infrastructure PPP policies in China, reviewing the research progress of applying PPP model in waterway transport, combining the technical and economic characteristics of navigation-power junction, and drawing lessons from the practical experience of PPP model in some regions and industries, it is proposed that Build-Operate-Transfer(BOT) and Retrofit-Operate-Transfer(ROT) should be adopted for the application of PPP model in navigation-power junction projects. In specific operations, social capital should invest and hold shares, and the special equity, PPP funds and other financial support methods should be innovated. Construction land should be supplied in various ways, and land should be appropriately allocated as project operational resources. Considering the public welfare nature of navigation-power junction, certain compensation should be given for the on-grid electricity price. When setting up the exit mechanism of social capital, public interests should be given priority, and the specific operation of different withdrawal modes at the contract signing stage should be specified, so as to ensure the normal play of the navigation service function of navigation-power junction.
