摘要

为贯彻落实国家“双碳”战略要求,构建绿色高效交通运输体系,推动集装箱铁水联运高质量发展,通过综合运用数据挖掘、企业调研、问卷调查、国际对标等方法,对“十三五”期间我国沿海主要港口集装箱铁水联运的整体情况进行了研究。分析表明,我国集装箱铁水联运在“十三五”期间具有高速增长、占港口集装箱吞吐量比重逐年提高、不同港口群间区域差异明显、具有典型的亚洲特色等特点,同时存在统一开放的市场环境尚未形成、运输方式间衔接不够顺畅等问题。因此,提出优化调整运输结构、营造良好行业环境、畅通信息资源渠道以及持续优化外部环境等对策建议,以充分发挥集装箱铁水联运在加快形成低碳交通运输结构中的作用,推动交通运输行业绿色低碳发展。

Abstract

In order to implement the national carbon peaking and carbon neutrality goals strategic requirements, build a green and efficient transportation system, and promote the high-quality development of container rail-water intermodal transportation, this paper studies on the overall situation of container rail-water intermodal transportation in major coastal ports in China during the 13th Five-Year Plan period, based on the comprehensive use of data mining, enterprise research, questionnaire survey, international benchmarking and other methods. The analysis results show that China′s container rail-water intermodal transport has shown a rapid growth during the 13th Five-Year Plan period, the proportion in port container throughput has increased year by year, the regional differences between different port groups are obvious, and it has typical Asian characteristics. At the same time, there are some problems in China′s container rail-water intermodal transport, such as a unified and open market environment has not formed, the lack of smooth connection between transport modes, and the need to strengthen supporting policies. Therefore, this paper puts forward some development countermeasures and suggestions such as optimizing and adjusting the transportation structure, creating a good industry environment, unblocking the information resource channel and continuously optimizing the external environment, in order to give full play to the role of container rail-water intermodal transport in accelerating the formation of the low-carbon transportation structure, and promote the green and low-carbon development of the transportation sector.
