摘要

实现“双碳”目标是国家重大战略,给仍在快速发展的交通运输领域带来了巨大的压力和严峻的挑战。如何在保障交通运输行业快速持续发展与实现碳减排之间的矛盾下实现交通运输绿色低碳转型是亟待解决的现实问题。针对该问题,系统分析了交通运输领域绿色发展和碳排放现状,识别出为实现绿色低碳转型发展面临的重大挑战,量化分析了不同减排措施所产生的减排效果。针对2060年前的主要目标阶段提出了交通运输领域低碳发展路径,结合交通运输的发展趋势,进一步从优化运输结构、提升运输装备能效、推广应用低碳运输装备、提高运输组织效率、鼓励绿色出行等方面着手,详细分析并总结了推动交通运输碳达峰碳中和的举措建议,以期为行业高质量发展提供参考。

Abstract

Achieving the carbon peaking and carbon neutrality goals is a major national strategy, which has brought huge pressure and challenges to the still rapidly developing transportation industry. How to realize the green and low-carbon transformation of transportation under the contradiction between the rapid and sustainable development of the transportation industry and the carbon emission reduction will be a realistic problem needs to be solved urgently. Given this, the paper systematically analyzes the status quo of green development and carbon emissions in China′s transportation sector, and identifies the major challenges facing the development of green and low-carbon transformation, as well as quantitatively analyzes the emission reduction effect of different emission reduction measures. In view of the main target stages before 2060, the paper proposes a low-carbon development path in the transportation sector. In combination with the development trend of transportation, it further analyzes and summarizes the measures and suggestions to promote carbon peaking and carbon neutrality in transportation sector in detail from the aspects of optimizing the transportation structure, improving the energy efficiency of transportation equipment, promoting the application of low-carbon transportation equipment, improving the efficiency of transportation organization, and encouraging green travel. It is expected to provide a basic reference for the high-quality development of the sector.
