为探索新阶段建设交通强国背景下推动我国交通运输高质量发展的政策举措,针对当前我国交通基础设施领域存在的主要问题、面临的形势要求和所处阶段,运用定性分析、系统分析和国际对标法,对新时期我国交通基础设施发展的思路和路径进行研究。首先,在总结剖析当前我国交通基础设施发展现状水平的基础上找出与发达国家之间存在的差距;然后,基于形势要求和阶段特征研判,提出以全面推动高质量发展为主题、以系统性提质增效为主攻方向,以系统优化和改革创新为抓手,着力调结构、转方式、换动能、优品质、增效率的发展思路。最后,聚焦思路细化和任务落地,从补短板、优存量、找增量、激变量、强创新、深改革的角度提出强化交通投资建设的精准有效性、推动传统交通基础设施优化升级、统筹谋划新一代交通基础设施网络、增强交通基础设施的创新活力和经济溢出效应、构建交通基础设施现代治理体系等实施路径。

In order to explore the policies and measures to promote the high-quality development of China's transport under the background of building a country with strong transportation network in the new stage, aiming at the main problems, situation requirements and stage in the field of China's transport infrastructure, this paper studied the ideas and paths of China's transport infrastructure development in the new stage by using qualitative analysis, systematic analysis and international benchmarking method. Firstly, on the basis of summarizing and analyzing the current development level of transport infrastructure in China, the paper found out the gap between China and developed countries. Then, based on the research and judgment of the situation requirements and stage characteristics, this paper put forward the development ideas of comprehensively promoting high-quality development as the theme, systematically improving quality and efficiency as the main direction, focusing on system optimization, reform and innovation, and focusing on adjusting structure, changing mode, changing kinetic energy, improving quality and efficiency. Finally, focusing on the refinement of ideas and the implementation of tasks, from perspective of shoring up weak links, optimizing inventory, finding the increment, motivating variable, strengthening innovation and deepening reform, the paper put forward implementation paths such as strengthening the accuracy and effectiveness of transport investment construction, promoting the optimization and upgrading of traditional transport infrastructure, planning a new generation of transport infrastructure network, enhancing the innovation vitality and economic spillover effect of transport infrastructure, and building a modern governance system of transport infrastructure.
