Review and Prospects of Carbon Dioxide Emissions Peak and Carbon Neutrality in Urban Agglomeration Traffic

摘要

为了更好地把握“双碳”背景下我国建设绿色高效交通运输体系的要点,本文从国土空间开发引起的聚集与出行排放增量角度分析了构建城市群一体化交通绿色发展的重要性,按照发育阶段分析了四个层级城市群构建绿色交通体系的要点,系统阐述了碳排放趋势、分方式出行距离与分担率、排放强度、出行人群排放分布等温室气体排放规律及其相互关联的复杂关系。从城市群绿色交通发展目标与路径,城市群综合交通低碳发展规划制度、评价方法与管理,以及国家层面和城市层面分别需要注意的问题等方面对城市群一体化绿色低碳综合交通体系实现方法进行了系统展望。基于此,提出应从规划、建设与运行层面全面开展城市群交通碳核算评价,并将之作为交通项目建设、交通运行阶段资源利用优化的重要依据。

Abstract

:In order to better grasp the key points of building a green and efficient transportation system in China under the background of "double carbon", from the perspective of aggregation and travel emission increment caused by land and space development, this paper analyzed the importance of building green development of integrated transportation in urban agglomeration, the key points of building green transportation system at four levels of urban agglomeration according to the development stage, and systematically expounded the greenhouse gas emission laws such as the carbon emission trend, travel distance and sharing rate by mode, emission intensity and emission distribution of travelers, as well as their interrelated complex relationships. From the the aspects of development objectives and paths of green transportation in urban agglomerations, the system, evaluation methods and management of ecological comprehensive transportation planning in urban agglomerations, as well as the problems needing attention at the national level and the urban level, this paper put forward the implementation method of urban agglomeration integrated green and low-carbon comprehensive transportation system, and made a systematic prospect. Based on the above analysis, this paper proposed to comprehensively carry out traffic carbon accounting and evaluation of urban agglomeration from the aspects of planning, construction and operation, and take it as an important basis for resource use optimization in the stage of traffic project construction and traffic operation.
